Resting voltage tells you almost nothing. A pack has to be tested under load, which is why a cart can read fine in the driveway and still quit on the first hill.
I load test the pack as a unit and each battery individually, check cable ends and terminals for corrosion and heat damage, verify the charger is actually finishing a charge cycle, and check for a parasitic draw that flattens the pack while the cart sits.
Lead acid is the cheapest to buy and the most work to keep alive: water levels, terminal cleaning, and a charge routine. AGM removes the watering. Lithium costs more up front, weighs far less, holds voltage under load, and usually outlasts two or three lead acid packs.
