North County eBike Safety Guide for Parents

Does my child need a permit to ride an eBike to school in North County?

In most North County districts, yes. A school bike tag or permit usually shows that the student completed an approved safety program before bringing a bike or eBike onto campus. The exact process differs by district, school, and grade level, so parents should verify current requirements with the front office.

San Dieguito Union High School District

Every middle and high school student who rides a bike or eBike to school must complete approved safety training and receive a district Bike Tag. Untagged bikes are not allowed on campus. For 2026-27, several middle schools provide training during PE in the first month. Check current guidance.

Carlsbad Unified School District

Students apply for a district Bicycle Permit Sticker and show the front office proof of an approved safety course or presentation. Options include CHP, participating city, San Diego County Bike Coalition, and approved online courses. Check the current list.

Encinitas Union School District

The district partners with the San Diego County Bike Coalition for assemblies at every elementary school during the first three months of the school year. Attendance counts as the required safety presentation. Check current guidance.

San Marcos Unified School District

Students riding to Double Peak School, San Elijo Middle, San Marcos Middle, Woodland Park Middle, Mission Hills High, or San Marcos High need a permit to park on campus. The City of San Marcos requires riders to be at least 12. Check current guidance.

How old does my child have to be to ride an eBike in San Diego County?

California requires Class 3 riders to be at least 16. Under AB 2234, San Diego County cities may set a minimum age of 12 for Class 1 and Class 2 eBikes, and several have done so. Each city adopts its own ordinance, so confirm the rule where your child rides.

The City of San Diego prohibits children under 12 from riding Class 1, 2, or 3 eBikes on its streets, paths, trails, parks, and boardwalks. A citation grace period runs until October 12, 2026. Riders under 18 need a helmet, and passengers are allowed only on bikes built to carry them. City guidance.

What should I check on my kid's eBike before they ride to school?

Parents can catch many common safety problems with five simple checks: brakes, tires, drivetrain, battery and charger, and fit and controls. You do not need bike-repair experience to notice rubbing, looseness, damage, or poor fit. If anything feels uncertain, stop riding and ask a mechanic to inspect it.

Brakes: Check lever travel, pad wear, rotor rub, and whether both wheels stop the bike.
Tires: Check pressure, tread, sidewall cracks, and whether both wheels run true.
Chain and drivetrain: Check lubrication, wear, and clean shifting through the gears.
Battery and charger: Check secure mounting, connector damage, use of the manufacturer's charger, and safe charging habits.
Fit and controls: Check seat height, reach, throttle and pedal-assist settings, lights, and reflectors.

Is my child's eBike a Class 1, 2 or 3?

Class 1 provides pedal assist only up to 20 mph. Class 2 adds a throttle up to 20 mph. Class 3 provides pedal assist up to 28 mph. Find the manufacturer's class label on the frame, often near the battery, motor, or lower frame tube.

Some bikes sold online are mislabeled or exceed their labeled limits. A mechanic can verify the class.

Can you verify whether an eBike is Class 1, 2 or 3?

Can a child ride a passenger on an eBike?
